National Wage Council with the participation of independent experts

The Prime Minister has just issued Decision No. 449/QD-TTg dated March 26, 2021 on the establishment of the National Wage Council.

Accordingly, the National Wage Council is responsible for performing the functions, tasks and activities as prescribed in Articles 49, Article 50, Article 53 of Decree No. 145/2020/ND-CP.

Specifically, the National Wage Council is responsible for researching, surveying, collecting information, analyzing and evaluating the situation of wages, minimum living standards of workers, production and business of enterprises, the relationship between labor supply and demand, employment, unemployment in the economy and other relevant factors as the basis for determining the minimum wage…

In terms of structure, the Salary Council consists of 17 members. Mr. Le Van Thanh, Deputy Minister of Labor, War Invalids and Social Affairs was assigned to hold the position of Chairman of the Council.

The three Vice-Chairmen of the Council include: Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu; Vice President of Vietnam Chamber of Commerce and Industry Hoang Quang Phong; Vice Chairman of Vietnam Cooperative Alliance Nguyen Van Thinh.

The remaining members of the Council, including: 4 representative members of the Ministry of Labor – Invalids and Social Affairs; 4 representative members of the Vietnam General Confederation of Labor; 3 representative members of the central representative organization of employers.

One of the new points about the structure of the National Wage Council compared to the previous one: There is more participation of 2 independent experts. This is also the concretization of a new regulation related to the minimum wage specified in the Labor Law 2019.

Two independent members of the Council are experts and scientists in the fields of labor, salary, economy and society. A special feature is that these experts are not experts and scientists working at agencies, units, research institutes, universities under the Ministry of Labor, War Invalids and Social Affairs, the General Confederation of Labor. Vietnamese workers and representative organizations of employers at the central level.

The addition of independent experts to the Council, in addition to representatives of employers and employees, will enhance objectivity in impact assessment, negotiation, develop recommendations and decisions related to minimum wage policy in the coming time.
